Ricardo Salgado, un ingeniero y oficial de la reserva del Ejército colombiano, llega en 1988 a trabajar con el Cartel de Cali con el “patriótico” objetivo de eliminar a Pablo Escobar, el gran enemigo de la organización criminal de los Ramírez Orjuela. Durante tres años, Salgado organiza dos atentados para acabar con el líder del Cartel de Medellín, pero fracasa.
